Committee on Science, Technology and Environment Signs a Work Coordination Program with Hanoi University of Science and Technology

On the evening of July 9, at the National Assembly Building, the Committee on Science, Technology and Environment signed a Work Coordination Program with Hanoi University of Science and Technology.

Member of the Party Central Committee, Chairwoman of the Committee on Science, Technology and Environment Nguyen Thanh Hai and President of Hanoi University of Science and Technology Le Anh Tuan co-chaired the signing ceremony.

Strengthening the Connection Between the National Assembly's Agency and the Key National Higher Education Institution

According to the newly signed Work Coordination Program, the Committee on Science, Technology and Environment and Hanoi University of Science and Technology will coordinate to: research, formulate, and perfect policies and laws, and consult on strategic issues regarding science, technology, innovation, and digital transformation; and provide a scientific basis serving supervisory activities and decisions on important issues of the country.
  The two sides will coordinate on: training, fostering, and developing human resources; organizing research activities, surveys, and academic exchanges; developing the innovation and technology transfer ecosystem; implementing international cooperation activities; carrying out scientific, technological, innovation, and digital transformation tasks serving the National Assembly's activities; and building and promoting a network of experts and scientists for policy consultation.

President of Hanoi University of Science and Technology, Prof. Dr. Le Anh Tuan emphasized that never before have science - technology, innovation, and digital transformation played such an important driving role in the country's development as they do today.
  During the past year and a half of implementing Resolution 57-NQ/TW of the Politburo, many guidelines, policies, and laws on the development of science - technology, innovation, and digital transformation have been promulgated.

During that process, many scientists, researchers, and lecturers from Hanoi University of Science and Technology have participated in providing comments and initiatives to perfect the legal framework and policy system, contributing to creating a solid foundation for the development of science - technology, innovation, and digital transformation in the coming time.

The President of Hanoi University of Science and Technology also stated that Hanoi University of Science and Technology is constantly promoting research, developing the innovation ecosystem, boosting the "triple helix" linkage—university, enterprise, and state—and accelerating the commercialization process of products and research results.
  In particular, Hanoi University of Science and Technology has just launched the Interdisciplinary Innovation Space, which is expected to be inaugurated in October 2026. This is a complete ecosystem aimed at realizing the "triple helix" cooperation model to create practical values serving the country's development.
  The President of Hanoi University of Science and Technology emphasized that Hanoi University of Science and Technology is shifting strongly towards the "innovation university" model, playing a central nuclear role in the value chain of researching, testing, and creating the nation's strategic core technologies.

Therefore, strengthening the connection and coordination between the National Assembly's agency and the key national higher education institution is the right direction to create a direct bridge between the legislative and supreme supervisory processes and the reality of scientific - technological research, development, and application.

The President of Hanoi University of Science and Technology believes and hopes that in the coming time, Hanoi University of Science and Technology will accompany and closely coordinate with the Committee on Science, Technology and Environment and the agencies of the National Assembly, mobilizing the wisdom of the team of experts, scientists, and the innovation ecosystem of Hanoi University of Science and Technology to contribute to improving the quality of legislative activities, supervision, and decisions on important issues of the National Assembly in the fields of science, technology, innovation, digital transformation, and energy.

Institutions Cannot Be Built From "Desk-Bound" Thinking

Chairwoman of the Committee on Science, Technology and Environment Nguyen Thanh Hai clearly stated that, in the era of the nation's rise, the Party's strategic thinking strongly affirmed in the Resolution of the 14th National Party Congress and Resolution No. 57-NQ/TW of the Politburo has placed science, technology, innovation, and digital transformation as direct productive forces and the most core driving forces.
  Committee Chairwoman Nguyen Thanh Hai reiterated the speech of General Secretary To Lam at Oxford University, UK, on October 28, 2025: "Competition in innovation, in control of core technologies, in clean energy, and in digital infrastructure, has become a new power race. Frankly speaking: whoever masters the strategy, whoever holds the strategic technology, will shape the rules of the game and is highly likely to be the winner." She clearly stated that this is a command for action for both management and institution-building agencies, and research and innovation centers in Vietnam.
  With the responsibility as the specialized agency of the National Assembly in charge of the fields of science - technology, innovation, and digital transformation, Committee Chairwoman Nguyen Thanh Hai said that the Committee on Science, Technology and Environment is deeply aware of its mission to create institutions. Laws and policy mechanisms must pave the way in advance, having the task of thoroughly removing administrative bottlenecks and unlocking all social resources to liberate the creative power of scientists.

To do that, Committee Chairwoman Nguyen Thanh Hai believes that institutions cannot be built from "desk-bound" thinking but must be summarized from vivid reality, from the wisdom of major training and research institutions, of which Hanoi University of Science and Technology is a typical representative.
  Committee Chairwoman Nguyen Thanh Hai requested that in the coming time, the two sides proactively inform and exchange regularly to coordinate and support the good performance of the task of perfecting institutions; closely coordinate in survey work and activities serving verification and supervision; co-chair the implementation of scientific research tasks, thematic forums, and seminars; focus on coordinating in training, fostering, and developing human resources; and cooperate in deploying scientific - technological and digital transformation tasks directly serving the National Assembly's activities.

Committee Chairwoman Nguyen Thanh Hai deeply believes that Hanoi University of Science and Technology will continue to reap many achievements, accompanying the Committee on Science, Technology and Environment to contribute to the successful implementation of the strategic goals entrusted by the Party, the National Assembly, and the People.
