Hanoi University of Science and Technology and Hanoi Department of Education and Training Collaborate on STEM Education and Testing Innovation

On July 20, within the framework of a working session at Hanoi University of Science and Technology, the leaders of the University and the Hanoi Department of Education and Training agreed on key cooperation contents, signing a memorandum of understanding aimed at modernizing the Capital's education. The agreement focuses on promoting the strengths of both units in training and fostering teachers, developing facilities, and organizing scientific and technical activities for students.

Prof. Le Anh Tuan - President of Hanoi University of Science and Technology, and Assoc. Prof. Nguyen Van Hien - Director of the Hanoi Department of Education and Training, jointly affirmed that this cooperation aims for substantive results, contributing to improving the quality of the city's scientific and technological human resources.
  According to the cooperation content, Hanoi University of Science and Technology provides consulting support for the Hanoi Department of Education and Training in building a list of equipment, learning materials, and technical standards for STEM classrooms suitable for practical needs. The two sides will coordinate to build teacher training programs on innovation, digital transformation, and the application of artificial intelligence in teaching; and organize STEM activities for students.
  Through exchange and discussion, the two units agreed to research and build a set of STEM competency and skill standards for teachers and high school students as a basis for training and issuing professional certifications. These certifications are oriented to serve as a basis for adding priority points or reserving results when students apply for admission to technical universities, aiming to ensure that learning and assessment become substantive. This solution simultaneously supports the early detection of outstandingly gifted students for intensive fostering at modern laboratories.

Regarding activities for students, the program is designed in four levels to help them approach science and technology methodically. The process begins with sensing scientific value through 3D films, followed by practical experience, project practice, and finalizing research ideas with the support of experts. The University also creates conditions for high school students to participate in international-scale Robotics, programming, and artificial intelligence competitions.
  Prof. Vu Van Yem - Vice President of Hanoi University of Science and Technology - stated that the University will share its laboratory system and high-tech experience programs so that high school students have the opportunity to access a professional research environment.

In addition, innovating testing activities is a key content in the digital transformation roadmap of Hanoi's education. Facing the pressure of the 10th-grade entrance exam, the Hanoi Department of Education and Training is researching the application of a computer-based testing model.
  Assoc. Prof. Vu Duy Hai - Head of the Admissions and Career Counseling Office, Hanoi University of Science and Technology - introduced in detail the Thinking Skills Assessment (TSA) operating entirely on an online platform with a multi-layer security system. This system uses a standardized question bank and a scoring method based on Item Response Theory (IRT), helping to accurately assess thinking capacity and ensuring absolute fairness between exam batches.

According to the plan, the two units expect to pilot computer-based testing for specialized subjects at several specialized high schools in 2027. Hanoi University of Science and Technology provides consulting support for selecting infrastructure models, software solutions, and experience in building question banks for competency assessment exams. The cooperation agreement between the two units, with a mechanism assigning specialized focal points to periodically evaluate results, aims to promote the digital transformation of the Capital's education to achieve the highest efficiency.
