Hanoi University of Science and Technology Reviews the First 6 Months of 2026, Accelerates Digital Transformation, Aiming for an AI-First University

On July 10, Hanoi University of Science and Technology held the "Conference to Review the First 6 Months' Performance and Deploy Tasks for the Last 6 Months of 2026". The event held significant importance as it took place right after the University completed the consolidation of human resources for the Party Committee Secretary cum University President, in the spirit of Resolution 71 of the Politburo.

The Conference focused on evaluating the results achieved in the first 6 months of the year, while deeply discussing solutions to realize the vision of becoming an excellent research and innovation university in the region.

Completing the Consolidation of the Leadership Apparatus and Key Personnel, Ready for a New Development Phase

In the first 6 months of 2026, Hanoi University of Science and Technology completed the consolidation of its leadership apparatus according to the spirit of Resolution No. 71 of the Politburo, implementing the model of the Party Committee Secretary concurrently being the head of the educational institution. The University issued decisions assigning tasks within the Board of Presidency based on the "6 clears" principle: Clear person, clear job, clear time, clear responsibility, clear product, clear authority to improve operational efficiency and determine individual authority.
  Regarding top leadership personnel, Prof. Le Anh Tuan - Secretary of the University Party Committee - holds the position of President of Hanoi University of Science and Technology for the 2026 - 2031 term.

The University's Board of Presidency was consolidated with an experienced team of Vice Presidents, including:

Assoc. Prof. Huynh Quyet Thang;
Assoc. Prof. Tran Ngoc Khiem;
Prof. Vu Van Yem;
Assoc. Prof. Nguyen Phong Dien;
Assoc. Prof. Huynh Dang Chinh;
Assoc. Prof. Ta Hai Tung (newly appointed from July 2026).
  Parallel to the university level, the consolidation of management officials for Level 2 units was also drastically implemented. The President of Hanoi University of Science and Technology signed appointment decisions for key Unit Head positions, including:

Dr. Trinh Thi Anh Hang holds the position of Dean of the Faculty of Foreign Languages;
Assoc. Prof. Nguyen Phi Le holds the position of Director of the Institute for Artificial Intelligence Research and Application;
Assoc. Prof. Nguyen Huy Phuong holds the position of Head of the Organization and Human Resources Department.
  Besides that, 7 officials with high professional capacity were entrusted with the responsibilities of Deputy Heads of Level 2 units: MSc. Doan Cao Thang - Vice Dean of the Faculty of National Defense and Security Education, Assoc. Prof. Nguyen Kien Trung - Deputy Director of the Institute of Control Engineering and Automation, Dr. Pham Hung Dung - Deputy Director of the Continuing Education Center, MSc. Nguyen Tien Dat - Vice Dean of the Faculty of Physical Education, Assoc. Prof. Hoang Thi Kim Dung - Deputy Director of the Institute of Space and Underwater Technology Research, Dr. Do Ba Lan - Deputy Director of the Institute of Technology and Digital Economy, and Dr. Nguyen Thi Van Huong - Deputy Director of the Digital Transformation Center.

The completion of arranging the human resources apparatus is an important premise for Hanoi University of Science and Technology to operate a modern governance system, aiming for the goal of becoming an excellent research and innovation university in the region.

Making a Strong Breakthrough, Affirming International Position
  In the first 6 months of 2026, Hanoi University of Science and Technology recorded strong strides in various fields of work:

Regarding human resource development, the University recruited 11 lecturers in the annual batch and signed contracts with 11 excellent candidates with outstanding scientific research achievements. The lecturer sourcing scheme recorded 26 successful candidates in the first interview round.

Foreign language fostering work on an AI platform has been deployed for 80 staff members, achieving 30% of the target for the whole year 2026. Simultaneously, the University completed the implementation of the Job Position Scheme across all units in June 2026, creating a basis for operating a lean and professional apparatus.

The international position of Hanoi University of Science and Technology continues to be affirmed through prestigious rankings. The University jumped 73 places on the QS Asia Rankings 2026, rising to 315th, and is placed in the 1001-1200 group on the QS World University Rankings 2027.

Training activities recorded a strong shift towards high-quality programs (ELITECH) and training tied to strategic technologies. The University opened 3 new ELITECH programs, including: Computational Science for Smart Systems, Cosmetic Chemistry, and Accounting.

Regarding quality assurance, Hanoi University of Science and Technology became the first higher education institution in Vietnam to complete an external assessment according to the UK's QAA standards. Currently, the University has 52 training programs recognized by international accreditation organizations such as AUN-QA, CTI, ASIIN, and AQAS.
  In the field of science and technology, Hanoi University of Science and Technology issued a triad of foundational documents on managing scientific tasks, managing intellectual property, and laboratory operations. International publication indices remained stable, wherein the proportion of articles belonging to the top 10% most cited globally achieved impressive results in the Industry - Manufacturing and Materials sectors.

Intellectual property work also achieved positive results with 60 registered applications filed and 22 protection certificates granted. The cooperation network with 64 large corporations like Samsung, Qualcomm, and Apple continued to expand.

Digital transformation continues to be a top priority with the goal of building an "AI-First University". The digital diploma system has completed about 60% of its progress, and the asset management system has been tested at member schools. The University also completed upgrading the Data Center and digitized thousands of graduation theses, creating a foundation for a shared endogenous document repository.

Looking toward the 70th historic milestone (1956 - 2026), Hanoi University of Science and Technology is focusing maximum resources to complete 21 key infrastructure projects to serve the grand anniversary. Projects such as the C2 Hall, C1 Square, the dormitory area, and campus landscaping items have now achieved about 40% overall progress and are expected to be put into use in September 2026.

Another important highlight is the Campus project in Hung Yen with a scale of 68.21 hectares, which has officially received the Ministry of Education and Training's investment policy approval with an estimated total budget of 1,205 billion VND. This will be a new development space, a convergence place for a sustainable "Triple Helix" ecosystem (University - State - Enterprise).
A series of events celebrating the 70th founding anniversary of Hanoi University of Science and Technology will be held concentratedly at the end of September and early October 2026 with many diverse activities.

Key Task Groups for the Second Half of 2026
  Delivering the concluding speech at the Conference, Prof. Le Anh Tuan gave drastic directives with specific task groups to ensure the progress and quality of work in the last 6 months of 2026.
Institution building: Urgently perfect the Organization and Operation Regulations along with internal regulations right after the Government's Decree on university autonomy takes effect. Presiding units coordinate to deploy drafts to issue a synchronized document system in August 2026.

Admissions and human resources work: Focus intensely on the phase where candidates confirm their aspirations to complete 100% of the quota with the best input quality. Included are important milestones: July 14 is the deadline for registering aspirations, July 21 is the deadline for paying admission fees, August 8 is when higher education institutions finalize the list of admitted candidates, the Ministry of Education and Training approves the results on August 10, and admitted candidates are notified on August 13.

In parallel, the University will review and adjust the recruitment policy for seed lecturers and excellent scientists to meet practical requirements.

Service culture: Deploy a periodic feedback system on the attitude and efficiency of administrative and service operations throughout the university. The Organization and Human Resources Department is responsible for synthesizing and reporting to the President monthly, and reporting at the Quarterly briefing conference. Gradually form a culture of feedback and corrective actions throughout the university to build a culture of continuous improvement in all activities of the University.

Continuing to adjust the organizational structure: The working group reviews the functions and tasks of administrative and service units, reports results, and proposes solutions for further adjustment and restructuring.

Finance and income: The working group builds a salary and income calculation model, proposes a new model, conducts a preliminary impact assessment, and reports for the Board of Presidency and relevant parties to comment, before agreeing and issuing it in August to create motivation for the staff. Units need to drastically push the disbursement rate of science and technology capital sources, ensuring the prescribed progress.

Training organization and management: Research and build a training organization model in the new phase, during the third quarter.

Science, Technology, and Innovation: The University's Steering Committee 57 issues a detailed plan and proposes some goals and targets for the last 6 months of the year. Accelerate the disbursement progress of science and technology programs and tasks using the state budget. Promptly report any bottlenecks (if any) to remove them. Relevant parties will have to bear responsibility if progress is delayed.

Issue the Operation Organization Regulations of the Science and Technology Development Fund in July 2026. According to the plan, the University will inaugurate the Interdisciplinary Innovation Center on the 6th, 7th, and 8th floors of the Ta Quang Buu Library building before October 9, 2026. Deploy the "Quick Win" system to encourage effective short-term solutions.

Operations of BK Holdings: Will approve the development orientation in the next phase and establish a Board of Members. The University will consolidate the BK-Holdings enterprise system, while proactively researching cooperation and merger models suitable for the development strategy.

Facilities and landscaping: The Facilities Department reviews and implements the definitive resolution of landscaping "black spots" as proposed by the People's Inspectorate Board and carries out tree pruning for storm prevention in July 2026. Build a culture of preserving and protecting the landscape, detect and handle violation cases. Synchronously deploy this policy at the Dormitory and other campuses of the University. Key infrastructure projects such as the C2 Hall, C1 Square, and Dormitory area must be completed before October 9, 2026, to serve the 70th Anniversary Ceremony.
Shared infrastructure: Review and issue policies on sharing common resources, firstly the AI GPU and CPU infrastructure serving computation and digital transformation.
  The Conference to Review the First 6 Months of 2026 showed a panoramic picture of the transformation of Hanoi University of Science and Technology.
