In the context of Vietnam’s higher education undergoing profound transformation in a new era, Hanoi University of Science and Technology (HUST) has taken the lead in launching the HUST-Talent Initiative (2025 - 2030), a program to attract and recruit outstanding young faculty, experts, and leading scientists. This strategic step embodies the spirit of Politburo Resolution No. 71, which affirms the central role of higher education in developing high-level human resources and promoting science, technology, and innovation.

A Talent-Centered Perspective

According to Professor Vu Van Yem, Vice President of HUST, in the age of the knowledge economy and digital transformation, the quality of human resources is the decisive factor for national competitiveness. Universities are the “heart” of the training system, where knowledge is continuously generated and renewed. Therefore, attracting talent is not only a strategic requirement but also a prerequisite for autonomy, creativity, and successful international integration.

Globally, leading universities compete through talent. Recruiting outstanding human resources not only enhances academic excellence but also affirms a university’s position in the national and international education landscape.

Recognizing the importance of talent development, HUST-Talent was established to improve teaching quality, foster scientific research, and enhance the reputation and attractiveness of HUST, contributing to the goal of placing the university among the top 150 universities in Asia by 2030.

Strategic Objectives

By 2030, HUST aims to attract at least 300 talented young lecturers, experts, and leading scientists from Vietnam and abroad to work and collaborate in positions such as lecturers, heads of research laboratories, research group leaders, and senior experts or advisors.

The initiative targets three main groups:
  1. Talented young PhDs graduating from top global universities or with outstanding research achievements;
  2. Professors, Associate Professors, and technology experts from enterprises, research institutes, and start-ups;
  3. Distinguished scientists, leading experts, and reputable managers in Vietnam and abroad.

In early November 2025, the HUST-Talent Initiative (2025–2030) was officially launched during the symposium “Breakthrough Policies for Attracting Talent in Higher Education, Science, Technology, and Innovation”, witnessed by representatives of the “three pillars”—government agencies, universities, and enterprises.

Experts and policymakers acknowledged the direction of HUST-Talent, affirming: “Talent is the most valuable asset of a nation. Developing talent is not only an investment in people but also an investment in the future of the country. Attracting and utilizing talent in higher education, science, technology, and innovation is not merely a matter of remuneration, but of creating an academic, creative, and contributive ecosystem—where talent is empowered, challenged, and enabled to contribute to national development.”

Comprehensive Policies for Sustainable Talent Development

HUST-Talent is designed with competitive incentives.

According to Professor Vu Van Yem, the initiative applies the “3P” salary mechanism - Position, Personal capacity, and Performance. This mechanism has been effectively implemented at HUST for many years.

During the first three years, recruits will receive preferential salaries funded by the university, ranging from VND 60 - 200 million depending on position, expertise, teaching/research field, KPI commitments, and performance outcomes. The university also provides housing support, travel expenses, visa facilitation, HUSTCare health insurance, and other benefits for individuals and their families.

Specifically:
  • For young PhD lecturers, salaries range from VND 40–150 million per month;
  • For heads of research laboratories or research groups, salaries range from VND 60 - 200 million per month, supplemented by income from projects, grants, and state support policies;
  • For experts and scientists, remuneration is determined based on collaboration content and scope of work.

In addition to financial support, HUST provides housing, travel, visa assistance, HUSTCare health insurance, and family benefits.

Beyond financial incentives, HUST-Talent offers clear career development pathways, enabling faculty to establish academic groups, register major projects, participate in international collaborations, and receive research funding of up to VND 500 million per year during the first two years.

Through HUST-Talent, HUST expects by 2030 to establish dozens of strong research groups and key laboratories, double the number of high-quality international publications, and develop core technologies for knowledge transfer and applied innovation. The initiative contributes to training practical human resources to serve national development, in line with Resolution No. 71.

Core Development Philosophy

Adhering to the principle "The university is the foundation, the teacher is the driving force, and the learner is the center", HUST-Talent reflects HUST’s innovative mindset and bold vision. The initiative aims to transform HUST into a premier center for talent training, research, and innovation, leading nationally in science, engineering, and technology; becoming the nucleus of a network of key higher education institutions attracting investment and developing high technology; and serving as a major driver for the development of Hanoi, the Red River Delta, and the nation.

By 2030, HUST aspires to be ranked among the top 100 - 150 universities in Asia by reputable international ranking systems.
