On July 15, in Phu Tho, the Conference of 7 leading technical universities (the G7 group) took place to exchange experiences and agree on important strategic cooperation orientations. The event focused on discussing the training of high-quality human resources, the development of digital education, and strategic technology research to serve the sustainable development of the nation.
Attending the Conference were Prof. Nguyen Tien Thao - Director General of the Higher Education Department (Ministry of Education and Training), along with leaders of 7 technical higher education institutions, including: Hanoi University of Science and Technology, Ho Chi Minh City University of Technology (VNU-HCM), University of Science and Technology (The University of Da Nang), University of Transport and Communications, Hanoi University of Mining and Geology, Thuyloi University, and Hanoi University of Civil Engineering.
Overview of the Conference
Delivering the opening speech, Prof. Le Anh Tuan - President of Hanoi University of Science and Technology - emphasized that Resolution 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation, and Resolution No. 71-NQ/TW on breakthroughs in the development of education and training present many opportunities and challenges for the system of technical universities in general and the G7 group in particular. More than ever, the G7 group needs to demonstrate its capacity and leading role in the national science, technology, and innovation ecosystem.
To achieve this, Prof. Le Anh Tuan proposed that the universities join forces, share resources, and work together to solve the nation's major problems; contribute ideas to perfect policies in Education & Training and Science & Technology; and make a strong shift from a cooperation model of exchanging ideas to deploying programs with specific goals and products.
During the discussion session, delegates listened to 7 presentations focusing on urgent issues. Contributing to this content, Prof. Vu Van Yem - Vice President of Hanoi University of Science and Technology - delivered a presentation on "Strategic Cooperation: Developing a contingent of Ph.D.-level lecturers in the 2026 - 2030 period."
Additionally, Dr. Pham Huy Hoang - Director of the Center for Technology and Digital Transformation Solutions in Education, School of Information and Communication Technology, Hanoi University of Science and Technology - shared about "The MOOC digital university training platform and shared learning materials" along with some practical implementation experiences.

The presentations at the Conference contained many highly connected proposals, clarifying the strengths of each university, the mechanisms for sharing experts, laboratories, data, learning materials, and research infrastructure. The delegates agreed that cooperation within the group of leading technical universities needs to aim for measurable products with specific application addresses, while ensuring the rights, responsibilities, and capacity development of the participating universities.

The Director General of the Higher Education Department (Ministry of Education and Training) - Prof. Nguyen Tien Thao - highly appreciated the fact that the 7 universities maintain a coordination mechanism and proactively propose cooperation programs linked to the development requirements of higher education and scientific-technological development according to Resolution 71/NQ-TW and Resolution 29-NQ/TW of the Politburo.
The leader of the Ministry of Education and Training proposed that the universities continue to promote their strengths, share resources, expand training and research cooperation, and simultaneously specify initiatives into feasible plans, contributing to the implementation of major policies on the development of education, science, technology, and innovation.
Leaders of the 7 technical higher education institutions exchange and discuss at the Conference
The leaders of the 7 universities agreed on the need to assign focal units and build detailed programs right in the new academic year; research mechanisms for student exchange, credit recognition, and the shared use of learning materials among the universities; and promote cooperation following the "small group within a large group" model, in which some universities with similar or complementary strengths jointly build training programs, research topics, and transfer products. Cooperation contents need to be divided into short-term, medium-term, and long-term plans, with targets and mechanisms for monitoring and evaluating efficiency.
