Leading Technical Universities Join Forces to Develop the National Intellectual Workforce

Today (November 13), Hanoi University of Science and Technology (HUST) hosted the national-level scientific seminar "Building an Intellectual Workforce to Meet the Demands of Science, Technology, and Innovation Development According to Resolution No. 57-NQ/TW".

The program was chaired by Hanoi University of Science and Technology, in coordination with the University of Da Nang, Hanoi University of Civil Engineering, the University of Transport and Communications, the Hanoi University of Mining and Geology, and Thuyloi University. The seminar took place at a time when the entire political system is actively implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in developing science, technology, innovation, and national digital transformation (Resolution 57).

Policy Foundation and Strategic Vision for Developing the Vietnamese Intellectual Workforce

Attending and directing the seminar, Dr. Vu Thanh Mai - Deputy Head of the Central Propaganda Commission and Central Mass Mobilization Commission - highly appreciated HUST and the coordinating universities for organizing a seminar with profound theoretical and practical significance. He noted that the seminar's theme is a major issue of strategic, urgent, and long-term importance for the country's development.

According to Dr. Vu Thanh Mai, Resolution 57 clearly affirms that building an intellectual workforce with high qualifications, political qualities, pure ethics, a desire to contribute, and international integration capabilities is a strategic task of the Party, the State, and the entire political system.

Dr. Vu Thanh Mai stated: "Resolution 57 clearly indicates that the development of the intellectual workforce must be placed within the dialectical relationship between human development and the development of science, industry, culture, economy, and sustainable national development."

We are living in an era of the knowledge economy, artificial intelligence, big data, and globalization, where human resources, especially intellect, will become the most valuable asset of every nation. As General Secretary Tô Lâm emphasized: The 106 million Vietnamese people are the country's most precious resource.

The Deputy Head of the Central Propaganda Commission and Central Mass Mobilization Commission proposed that in the coming time, focus should be placed on: Fundamentally innovating policies for developing and utilizing intellect; Developing the intellectual workforce in alignment with the national strategy for science, technology, and innovation development, with targeted investment in key sectors; Prioritizing the development of young intellectuals, female intellectuals, and Vietnamese intellectuals abroad; Strengthening political theory training, professional ethics, and intellectual culture; and Promoting the role of political and social organizations, professional associations, and the Vietnam Fatherland Front in fostering learning and uniting intellectuals.

Dr. Vu Thanh Mai expressed his expectation that Hanoi University of Science and Technology - the "cradle" training tens of thousands of leading engineers, scientists, and managers - would continue to affirm its leading role in training and research. He urged HUST to guide the university system in forging its own path and forming a comprehensive intellectual model that meets the demands of the 4.0 era.
In his opening speech, Prof. Le Anh Tuan - Secretary of the Party Committee and Chairman of the University Council of Hanoi University of Science and Technology - also affirmed the strategic nature of Resolution 57 for the sustainable development of the country.

According to Prof. Le Anh Tuan, Resolution 57 serves not only as a direction but as a "compass" for HUST's long-term development strategies. The faculty and students of HUST view this as a tremendous opportunity to realize their mission and development goal: to become a leading multidisciplinary research, innovation, and entrepreneurial university in Asia, with engineering and technology as its core. This ambition aligns with the expectation for HUST to be one of the four universities receiving key investment to serve as models for the higher education system, as stated in Notice No. 45-TB/TGV dated September 30, 2025, of the Party Central Committee Office regarding the conclusion of the Working Group on implementing Resolution 57.

"Hanoi University of Science and Technology clearly recognizes that its team of lecturers and scientists is its most valuable asset, the 'heart' of the higher education system," expressed Prof. Le Anh Tuan. Therefore, educational institutions, especially HUST, must possess an intellectual workforce with sufficient capacity and dedication to create talent for the nation.

Building a sustainable development strategy centered on fostering and attracting talent requires a solid scientific theoretical basis, diverse practical experience, and strong consensus within the academic community. This underscores the special significance and mission of today's seminar.

An Open Academic Forum for the Practical Implementation of Resolution No. 57-NQ/TW

The national scientific seminar "Building an Intellectual Workforce to Meet the Demands of Science, Technology, and Innovation Development According to Resolution No. 57-NQ/TW" was designed as an open academic forum, promoting the spirit of exchange, critical thinking, and constructive feedback. The content of the presentations was rich, multidimensional, and highly topical, focusing on three main pillars:

1. The Party's strategic vision and the theoretical and practical foundations for building the Vietnamese intellectual workforce.

2. The practical development, mission, and social responsibility of the intellectual workforce in the era of integration, digital transformation, and the Fourth Industrial Revolution.

3. Innovating education, perfecting institutions, and creating motivation for developing intellectual human resources to serve science, technology, and innovation development.

After more than five months of receiving and reviewing submissions, the seminar selected over 60 scientific reports from academies, universities, research institutes, and management agencies nationwide. Throughout two working sessions, delegates listened to and engaged in lively discussions on seven key presentations:

* Presentation 1: "Building a Vietnamese Intellectual Workforce to Meet National Development Requirements in the New Era" - Prof. Tran Van Phong, Ho Chi Minh National Academy of Politics.

* Presentation 2: "Developing Human Resources to Meet Science, Technology, and Innovation Tasks According to Resolution No. 57-NQ/TW at the University of Transport and Communications" - Dr. La Quy Do, Dean of the Faculty of Political Theory, University of Transport and Communications.

* Presentation 3: "Inclusive Development of the Intellectual Workforce: Creating Motivation for Science, Technology, and Innovation for Vietnam Today" - Dr. Cao Minh Cong, Dean of the Faculty of Political Theory, Hanoi Procuratorate University.

* Presentation 4: "Enhancing Digital Capacity for Lecturers in the Context of Digital Transformation in Universities Today" - Assoc. Prof. Tran Thi Lan Huong, Hanoi University of Science and Technology.

Presentation 5: "Promoting the Role of the Communist Party of Vietnam in Planning and Realizing Policies for Developing Intellectuals and Science & Technology Human Resources in the New Period" - MSc. Vu Quang Ngoc, Faculty of Political Theory, Hanoi University of Science and Technology.

*Presentation 6: "Developing the Intellectual Workforce Linked with Innovation and Digital Transformation in Higher Education: Experience from the US and Lessons for Vietnam" - Dr. Pham Ngoc Huong Quynh, University of Economics and Business, Vietnam National University, Hanoi.

*Presentation 7: "Fostering Youth Ethics - The Foundation for Building an Intellectual Workforce to Meet Science, Technology, and Innovation Development Requirements According to Resolution No. 57-NQ/TW" - MSc. Ta Thi Thu Huyen, Faculty of Political Theory, Hanoi University of Science and Technology.

Entering the era of artificial intelligence, big data, and global knowledge competition, building an intellectual workforce is not only an urgent topical task but also a long-term vision that determines the nation's endogenous strength for decades to come. With the participation of experts and scientists representing educational institutions and state management agencies, the seminar not only clarified the role of intellectuals in the new era but also opened up strategic directions for creating a Vietnamese intellectual workforce—the decisive force for the future development of the country's science, technology, and innovation.
